CA Fair Plan

Since CA Fair Plan is not a public company, will a complaint having any impact on their response? I don’t see how the State of CA will fine the State of CA. CA Fair Plan won’t suffer the same as an independent insurance company.

“The CA Insurance Commissioner governs the FAIR Plan and all other insurance carriers in the state of California. There should be no bias in how any carrier is held accountable.
