No, Cal Code 2070-2071 applies to home insurance, and does not provide those protections for auto insurance policies. Cal. Code Regs. tit. 10 § 2632.13 does not establish California as a jurisdiction for resolving disputes over accidents that occur out of state, unless the policy was issued to you here in California.
