RecoverCA Eligibility for homes already under construction?

I recently became aware of a program run by the state of California called RecoverCA which offers either grants for rebuilding after property loss or damage and one for fire mitigation needs.

Having lost my house in the 2020 CZU fire, I have already obtained loans to cover significant insurance shortfalls and have begun to rebuild. I’m being told that the fact that I’ve started rebuilding makes me ineligible for this program. Is that accurate?

Thank you for reaching out to United Policyholders. We are sorry for your loss and apologize for the lengthy delay in responding to your question. Unfortunately, the ReCoverCA programs for 2020 (the Owner-Occupied Reconstruction & Owner-Occupied Mitigation Retrofits) do not issue reimbursement for any construction already performed. In order to be eligible for the programs an applicant must use the contracted construction management team that the program has. We know this isn’t what you were hoping for.
