David Shaffer has over thirty-four years of insurance industry experience. He has owned and operated his own independent insurance agency since 1983. In 1991, David helped establish United Policyholders (UP), a national insurance consumer non-profit group dedicated to educating and empowering consumers. He has continued to stay actively involved with UP ever since. David’s experience also includes testifying on behalf of his professional trade association, Independent Agents and Brokers of California, on legislation for home and earthquake insurance in front of the California State Assembly and California State Senate.
